{"id":6905,"date":"2022-12-19T15:50:08","date_gmt":"2022-12-19T14:50:08","guid":{"rendered":"https:\/\/www.gpsj.co.uk\/?p=6905"},"modified":"2022-12-19T15:50:08","modified_gmt":"2022-12-19T14:50:08","slug":"managing-digital-expectations-as-pressure-mounts-for-public-sector-transformation","status":"publish","type":"post","link":"https:\/\/www.gpsj.co.uk\/?p=6905","title":{"rendered":"Managing digital expectations as pressure mounts for public sector transformation"},"content":{"rendered":"<p><span style=\"color: #808080;\"><em><a href=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/09\/IMG_2075-300x200.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-6112\" src=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/09\/IMG_2075-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/09\/IMG_2075-300x200.jpg 300w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/09\/IMG_2075-300x200-150x100.jpg 150w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>By Sascha Giese, Head Geek<\/em><em><sup>\u2122<\/sup> at SolarWinds<\/em><\/span><\/p>\n<p>With citizens looking for convenience wherever they can\u2014from responsive mobile apps to joined-up services\u2014public sector organisations are under increasing pressure to develop and deliver the IT solutions needed to facilitate such services.<\/p>\n<p>It was something laid out in June when the U.K. Government published its <a href=\"https:\/\/www.gov.uk\/government\/publications\/roadmap-for-digital-and-data-2022-to-2025\/transforming-for-a-digital-future-2022-to-2025-roadmap-for-digital-and-data\">2022 &#8211; 2025 Roadmap for Digital and Data<\/a>.<\/p>\n<p>In it, ministers set out their ambitions to \u201ctransform digital public services, deliver world-class digital technology and systems, and attract and retain the best in digital talent.\u201d<\/p>\n<p>It also spoke about the need to \u201cdrive value for money to the taxpayer, by transforming our ways of working to enable the civil service to work smarter and faster and deliver on our ambitions for widespread digital transformation.\u201d<\/p>\n<p><strong>Demand for digital government services is growing <\/strong><\/p>\n<p>But there was also an admission that, as set out in a report by the <a href=\"https:\/\/www.nao.org.uk\/insights\/the-challenges-in-implementing-digital-change\/\">National Audit Office in 2021<\/a>, prior attempts at public sector digital transformation have had \u201cmixed success.\u201d<\/p>\n<p>\u201cPrevious strategies have lacked specificity, cross-government endorsement, clear lines of accountability, and business ownership. Subsequently, former flagship programmes have slowly shut down and failed to deliver results,\u201d it said.<\/p>\n<p>While this may be true, the reality for many front-line public sector IT teams is somewhat different. In many cases, they have to deal with siloed legacy systems, some of which are built around 30-year-old supercomputers.<\/p>\n<p>I\u2019m not the first to point this out\u2014nor will I be the last\u2014but the truth is these systems are often ill-equipped to meet the needs of people and government today.<\/p>\n<p>In many cases, the challenge for public sector IT teams is how to stitch together legacy technology with modern solutions to deliver the kinds of interactive experiences people expect. But it\u2019s not so simple.<\/p>\n<p><strong>Complexity is acting as a handbrake on progress<\/strong><\/p>\n<p>A report published by SolarWinds, <a href=\"https:\/\/it-trends.solarwinds.com\/#\/\">Getting IT Right: Managing Hybrid IT Complexity<\/a><\/p>\n<p><a href=\"https:\/\/it-trends.solarwinds.com\/#\/\">2022<\/a>, found four in 10 (38%) enterprise tech pros found the fragmentation between legacy technologies and new technologies was the number one cause of increased complexity within their operation.<\/p>\n<p>When asked about how confident they were this IT complexity could be managed, only 16% \u00a0said they felt extremely confident, with a third (34%) admitting they \u201cweren\u2019t fully equipped\u201d to manage such complexity.<\/p>\n<div id=\"attachment_5854\" style=\"width: 210px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/04\/Sascha-Giese-014_2048-200x300.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-5854\" class=\"wp-image-5854 size-full\" src=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/04\/Sascha-Giese-014_2048-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/04\/Sascha-Giese-014_2048-200x300.jpg 200w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2021\/04\/Sascha-Giese-014_2048-200x300-100x150.jpg 100w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><\/a><p id=\"caption-attachment-5854\" class=\"wp-caption-text\">Sascha Giese<\/p><\/div>\n<p>In a nod to the rapid progress made in the last couple of years, the report pointed out in many cases, the response to the pandemic had accelerated the pace of digital transformation across the world. Instead of migrating to the cloud as part of a phased rollout, the report observed it \u201chappened overnight, as workers everywhere went remote and were no longer within the office\u2019s four walls.\u201d<\/p>\n<p>But while this response helped keep businesses and public sector organisations running, it added more levels of complexity on top of already complex systems.<\/p>\n<p><strong>Training, preparation, and investment are key to successful delivery <\/strong><\/p>\n<p>In highlighting a key conclusion, the report points out: \u201cIT professionals have a concerning lack of confidence in their ability to manage today\u2019s hybrid IT environments. And more worrisome, most IT pros believe return on investment (ROI) has been impacted due to increasing IT complexity.<\/p>\n<p>\u201cSuccessful digital transformation is only within reach of every organisation with the right amount of training, preparation, and investment,\u201d it said.<\/p>\n<p>And yet, there\u2019s clearly an appetite for change. In a separate report\u2014<a href=\"https:\/\/www.solarwinds.com\/resources\/survey\/solarwinds-public-sector-cybersecurity-survey-report-2021\">SolarWinds Public Sector Cybersecurity Survey Report<\/a>\u2014200 public sector decision-makers and influencers in the U.S. were asked about the challenges faced by public sector IT professionals.<\/p>\n<p>When pressed on investment priorities, 60% said replacing legacy applications and migrating systems to the cloud was a \u201chigh priority.\u201d<\/p>\n<p>Of course, calls for change come at a time when tax-funded budgets are under tight scrutiny and increasing inflationary pressure.
