{"id":9964,"date":"2025-07-04T13:51:32","date_gmt":"2025-07-04T12:51:32","guid":{"rendered":"https:\/\/www.gpsj.co.uk\/?p=9964"},"modified":"2025-07-04T13:51:50","modified_gmt":"2025-07-04T12:51:50","slug":"browne-jacobsons-school-leaders-survey-shows-exclusions-and-suspensions-at-an-all-time-high","status":"publish","type":"post","link":"https:\/\/www.gpsj.co.uk\/?p=9964","title":{"rendered":"Browne Jacobson\u2019s School Leaders Survey shows exclusions and suspensions at an all-time high"},"content":{"rendered":"\n<p>Almost half (45%) of school leaders have reported an increase in suspensions and exclusions over the past 12 months, according to a new Browne Jacobson survey.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-1024x683.jpg\" alt=\"\" class=\"wp-image-9965\" style=\"width:387px;height:auto\" srcset=\"https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-1024x683.jpg 1024w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-300x200.jpg 300w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-768x512.jpg 768w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-1536x1024.jpg 1536w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-150x100.jpg 150w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood-400x267.jpg 400w, https:\/\/www.gpsj.co.uk\/wp-content\/uploads\/2025\/07\/philip-wood.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>Philip Wood<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>In contrast, only 22% have noted a decrease, with the remainder saying there had been no change or they were unsure.<\/p>\n\n\n\n<p>Findings in the UK and Ireland law firm\u2019s summer 2025 <a href=\"https:\/\/www.brownejacobson.com\/school-leaders-survey\">School Leaders Survey<\/a> \u2013 which also highlights the issue of deteriorating pupil behaviour \u2013 are revealed as schools await publication of the government\u2019s delayed annual national behaviour survey.&nbsp;<\/p>\n\n\n\n<p>These correlate with the <a href=\"https:\/\/explore-education-statistics.service.gov.uk\/find-statistics\/suspensions-and-permanent-exclusions-in-england\/2023-24-spring-term\">latest Department for Education data<\/a>, which shows suspensions rose by 12% annually to 295,559 and permanent exclusions were up by 2% to 3,107 in the 2023\/24 spring term.<\/p>\n\n\n\n<p>Nearly 200 trust and multi-academy trust leaders \u2013 including CEOs, executive headteachers, trustees and governors \u2013 representing more than 1,700 schools and responsible for almost a million pupils in England, completed the survey during May 2025.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.brownejacobson.com\/people\/philip-wood\">Philip Wood<\/a>, Principal Associate in the education team at Browne Jacobson, said: \u201cExclusions and suspensions are near an all-time high, but this is a reflection of underlying issues.<\/p>\n\n\n\n<p>\u201cPrincipal among them, as highlighted in the survey, is SEND and the balance for schools fundamentally between inclusion and the disadvantages posed to other students by a minority of poor behaviour.<\/p>\n\n\n\n<p>\u201cThat behaviour has gotten worse since the pandemic is clearly highlighted by the survey.\u201d<\/p>\n\n\n\n<p>The survey also illustrates that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Four in five (79%) leaders say pupil behaviour has deteriorated since the Covid-19 pandemic, with a third (33%) reporting it has got significantly worse \u2013 compared to only 4% believing it has improved.<\/li>\n\n\n\n<li>Balancing behaviour management with inclusion is regarded as the biggest challenge in managing suspensions and exclusions by 38% of respondents, followed by the lack of alternative options (33%) and a lack of support for special educational needs and disabilities (SEND) (16%).<\/li>\n\n\n\n<li>Only one in five (19%) leaders believe alternative provision for excluded students effectively supports their educational outcomes, with 55% saying it is sometimes effective and 27% feeling it was rarely or never the case.<\/li>\n\n\n\n<li>Three-quarters (74%) of leaders said alternative provision to permanent exclusion was used but this fell to 58% for managed moves, the other main external alternative. Seven in 10 (71%) also used restorative justice in some form.<\/li>\n<\/ul>\n\n\n\n<p>Philip added: \u201cA theme of the responses was the difficulties in getting timely support, including the use of cost-effective quality alternative provision, to avoid the need to permanently exclude pupils.<\/p>\n\n\n\n<p>\u201cWe hear frequently how there can be a perception \u2013 or, in some areas, explicit advice \u2013 that permanently excluding a pupil will open access to further support or a timelier consideration of other options.<\/p>\n\n\n\n<p>\u201cThis reactive approach doesn&#8217;t feel like a sustainable one.
